I am trying to scatter a small shrub on a plane ....
How do I make the scattered object sit correctly on top of the surface of the plane...it insists on placing
the objects so they are half "submerged through the plane".....I have the object pivot placed at the bottom vertical point of the shrub but this seems to make no difference.

I believe you need to place the shrub at zero point the way you like then freeze its transformations.
