It's kind of hard to understand what your graphic designer wants all that money for, since you didn't specify what your website has to supply.
There are a lot of open source solutions out these days, so you could spare the money on licenses and only have to pay for the work (shouldn't be much more than 2000$ imho)
I don't totally agree with that. A web designer is much more efficient than I would be, so if you got no time but a little money to spend, I wouldn't do it myself. Besides that, you can get a much better site.
