It's actually more a matter of how much they can charge in the local market. People in the UK pay the most and that for an english version. Charging for localization is just fair. But the whole action started by comparing english to english. in Germany, a download is more expensive than a physical delivery. Seems like they really lost their math somewhere...

You know this exact same discussion appears with every new Photoshop release. There are some pretty substantial changes in CS3, one of the most important being the ability to apply non destructive filters, which you can turn on/off at any time or change their settings.
