It seems to be a "cones" issue.

"Blades" and "curves" look continuous and correctly shaped.

EDIT:

Also it looks like cones give expected results in FIRE but not in Maxwell launched from Maya plugin.

The paintfx -> maxwell hair bug described above looks to be fixed in 3.2.2
