so the given animation is about 450 frames long. What would be the rough setup be looking like to have it rendered in one still, showing the whole animation like in the long exposure example ?

If your fps setting of the animation is 30, then 450 frames is 15 seconds = 0.067 as the shutter speed setting. But keep in mind all the motion/lighting must be calculated for those 15 seconds so it will take some time :) If your motion isn't very fast you can start with a lower motion steps setting like 20 and see of the resulting motion captures ok the entire animation, if not keep raising the steps until the motion trails look ok to you.

You are unlikely to get exactly what you illustrated above. That head is sharp and unblurred. Nothing looks motionblurred to me - more just stretched and modelled that way.
