Is there a paint program that wraps off-canvas strokes horizontally and vertically so that as soon as I finish painting I have a repeating tile? No further seam-hiding required?

There's strangely only very few programs which create Live-editable seamless Patterns although such should be trivial to program.
An odd Firm called Mediachance has two (old and not very appealing)Programs which however have this Feature.
Pattern-Studio and (I believe) also Photobrush.

I normally just Photoshop and avoid the edges, then filter>other>offset... a bit awkward but it works ok...
other than that, filter forge does amazing seamless tiling as its a generative program, you can modify images to make seamless tiles of non geometric forms... as the program is generative it works amazingly with any 'chaotic' textures...
I played around with a Martensitic steel structure and got incredible results, try the demo.. I recommend to everyone
