It depends a lot on the modeler you are using. Instances are basically copies of an object that don't load on memory but show on render, so you can render thousands of objects while you are exporting only one to Maxwell allowing you to use huge amounts of geometry. In this case you can model one "hair" of your carpet and replicate it all over the base of the carpet using instances with the tools allowed by your modelling app.

Hair/fur solutions are apps specifically design to model hair (or grass or anything hairy) but very often they are too dependent on the render engine and don't make the hair as instances so you end up with a very hi-poly geometry. If that's a problem I wouldn't use them.

As Fernando says, it's really a question about your modeling programs hair/fur capabilities more than a Maxwell question. I'd suggest reposting your question in the appropriate modeling forum.

If you are not using software with a fur particle system, I suggest trying Blender. Blender is an awesome program for doing such things. You can export the geometry as an obj or lwo. It actually works very well. And there are many tutorials out there. best of all, it is free. Blender has been playing a big roll in doing things like grass, fur, fluid sim and cloth type sims for my projects.
