I have an issue where every time I render from studio my render window pops up with only the actual render panel. Every time I have to manually open up the other panels; preview, edit, console, etc. How do I get it to remember my settings?

Maxwell should remember the last state of the windows (which were opened, position etc). You can try opening Maxwell, setting up the layout as you want and close/reopen it. If that doesn't work, you can try deleting the layout files from Documents and Settings/*username*/My Documents/Maxwell. Delete the default.lyt and stlay files there.
