Flamingo is not the standard renderer of Rhino. It is a way outdated package but still costs some hundreds of $.
Brazil has very nice Toon shaders but it ranges is in the price-category of Maxwell too.

What jespi did however in his first experiments does not require Maxwell/Flamingo or Brazil.
The default Rhino renderer would do - or even a screenshot if stuff gets vectorized anyway.
Actually 2/3 of the effect seen here is doable by simply adding a toon map to the environment slot of the default
renderer. Only the hidden-line wireframe had to get overlayed. Check out the effect of this simple map http://senduit.com/849525

But I am not interested in such montage techniques. Do you want to do this for each frame of an animation?

i own penguin 2 and i can say is the worst render engine you can choose, why? because it does not work as it should do, i mean, a lot of crash when trying to do things that its suposed to be suported. Seems like the main developer moved to another company and they are not able to solve the bugs. so, i don't recommend penguin 2.

Caryjames, I agree with Jespi. Of course I'm familiar Penguin.
Therefor I know that this program is unsuitable for any professional work.
I have not seen a Penguin render yet which only looks acceptable.

But that's actually not my point as explained in detail in this thread.
