I am using displacement on the grass and on the building and site walls with a precision of 32. The mesh on both the site and the walls is a 2'x2' grid. The hills in the background is actually a photo dropped in with Photoshop. My modeling app is Form-Z. I am not sure how I can achieve the random scatter as you are suggesting. I think I may send the file to The ranch and have them do an estimate for rendering time. I am sure they could give me a better assumption than me guessing.
