Bug confirmed. When you're using 3dsmax, you have to stay in [0,1] with the offsets. In your case it should be 0.2 and 0.65 instead of 20.0 and 65.0. Simply divide the value to 100.

Is it not possible to enter negative offset values for images in the environment slots? If not, is there a way to get the same effect? Am I really dumb and just missing it?
