To find you mxcl file: Control+click the Maxwell application icon and select "Show Package Contents" from the menu.

MAXWELL_ROOT should be "/Applications/maxwell.app/Contents/MacOS/". You need "/" at the end.

OSX 10.2 is not supported on Maxwell 1.5. The oldest version that is supported officially is 10.3.9.
