I just noticed this too.

If there is no emitter objects in the scene, or if they are hidden, then multilight does not work. - no lights.

If you have even one object that has an emmiter material assigned to it in the scene then multilight works! including environment settings.

i.e. No lights, No multilight. Sky dome or Physical sky don't count as lights.

This is not a bug, as dzowada says, this is how multilight works. You need more than one emitter and also the multilight checkbox enabled. It does not depends on the plugin.
