I made a tassel I like. Maya nHair.
Now I just want to copy it and move it over and revolve it to hide the fact of the copy.

Maxwell doesn't see the transformations.

I know this is more of a Maya nHair question than a Maxwell question, but what exactly do I have to copy and move to make this work?

maybe try the same way I copy instances and MXS-refs, with duplicate special - play with the options there (input graph?)
