It may be the emitters are too weak, your scene scale might be off etc...Could you upload a simple scene somewhere, or post some screenshots of the emitters in the scene?

Thankyou!

I tried scaling down the scene to match the size of the lights better instead of scaling up the lights a huge amount and it seems to be re emitting!

Scale is greatly important in Maxwell. You should try to make models to real scale. Emitter power distributes over the surface of the emitter object so a 100W emitter won't be much noticeable applied to a 100mx100m plane but will be much more visible on a 1cmx1cm plane.
Scale is also important for light distribution and specially for transparent or translucent materials.
