My take is that the motion blur elements just need their opacity/transparency increased to almost ghost like. As they are now, .....they're commanding slightly more attention than they should, .......but dropping them back would fix the problem.

You should be able to see the entire model with nothing obscuring the view.
The use of motion blur in these types of images is supposed to denote the idea that it's the architecture that's the primary focus. The implied motion of people is to convey the thought that people are transitory. That they're coming and going all the time ...... all while the design remains intact.
So, ..if properly done, .....the effect should lessen the importance of the people and raise that of the architecture & design, and also adding a little symbolism for life and it's natural motions.
Sorry if this is all terribly obvious ---- then I would say ....... I just like typing.
PS. I'm not sure if people who are standing still should have any blur, ...but I would still have their opacity above 50%.
