I placed a small 1cm x 1cm emitter in a cone facing upwards to produce the IES in 1.7. The render times are alittle more because I used a reflective chrome for the inside of the cone. It took a lot longer to clear up than I had hoped. I think the background needs to be overexposed a little more. Thanks for all the comments, it really helps.
