Can someone tell me why a clip-mapped material is working as designed in a stand-alone file, but not in the file with the complete scene?

The first image is of a formZ file that only has the street objects and a 2D surface with clip-mapped texture to add the tire-marks in the bus lane.... And it works fine.

The second image shows the same textured objects pasted into a bigger scene, but NOT working... Transparency of the objects isn't behaving properly... Is it memory?
