Nope. banding is avoidable in jpgs.

This is rather subtle banding issue though. Its not like these heavy contrasty ones but more of a colorbanding.
You can also click through the rgb-channels in photoshop and you will quickly see where banding is happening since it is easy identified by big areas having the same grey value (normally it looks blown out).
