How many people are responsible for NL?

I'm not talking about A or B Team members, but those responsible?

It reminds me of two rings of people protecting the people in power.. B protects A, A protects NL.

I even heard a whisper of locking threads and removing users, damn are we in the US or something??

(ps I am from the US and of course do not agree with my gov)
