My suggestion about the people would be to have most them NOT blurry...as though the shutter speed was able to catch them crisply. Then only blur the ones that appear to be moving... and use motion blur instead of an overall blur. A good example of this combination can be seen in the ongoing WIP of the night scene of the urban street found here by Daros...
