Those reflective caustics are to weak, they're barely visible. I think they should be more pronounced than that considering how rough the watermesh is and how intense the lightsource is.

I agree. In a cornell box there will be a lot of reflected light - from all surfaces, but not so much from the water surface as long as the lightsource is directly above the water.

just a small test to show that real water (dielectric) can show nice caustics trough the water surface if you render to SL25:
