I can't seem to control the uv tiling of displacement maps within max. I've tried tiling the map itself as well as adjusting the tiling of the uvw modifier and results stay the same. IOW, grass looks like large smooth mounds rather than fine wispy grass. What am I doing wrong?

I don't think the map tiling from max is translated to maxwell.
You should use the global texture scale in the material or adjust your uv's on the model.
