I'm calibrating a new scene with a neutral hdr and what I'm finding with an
ISO = 400, my scene needs the camera shutter speed around 10 -- it seems very low to me.

It's a black and white hdri with no color in it.

Yes, that's correct. I'm actually trying to balance a scene based on mverta's technique using a neutral hdri and then balancing via iso and shutter.

There is no absolute standard for emission among hdr maps. Some maps will be very bright and others will not. You can adjust using the map controls, but it will always be relative. Just be sure you're balancing the exposure based on objects which are lit directly by whatever light source is in the map.
