Yes.
There are two flat planes. The one is the "water". It has an displacement map together with a bump map. The second one is the buildings. Used only a 8bit depth map for it, so it could have been much nicer with more bits, but it was just for testing purposes.
It's done in cinema4d, right out of the plug.
