IES is some light distribution data about how the light coming from the lamp is scattered and how it looks at the wall
SSS is SubSurfaceScattering and defines how light propagates through material.
For example:
1. put a flashlight behind your hand and switch it on - you can see some red bright portions in your hand - that's SSS
2. Put that flashlight parallel to a wall, perhaps 30cm from the wall and put it on - the light pattern (bright stripe, shaded, bright....) at the wall that's IES
So NO, this is not the same.
Use google and you'll find some examples.
(Edit: I know you didn't mean it honest but made fun of zdeno, but maybe someone might need these hints.)
