Hmm i got no one hit solution to your problem but maybe some hints.
If the space behind the windows is lit equally or brighter than the outside (which you want to see reflected) you will hardly get good reflections.
You need to tune down the lighting on the inside so the reflections will become visible. The stronger the difference the stronger the reflections.
Also you will need to render this for a while to get nice results.
Of course the camera-light angle is very important to catch good reflections.
You intended to get strong reflections and blurred objects on the opposite side wich i found hard to do. U V roughness for the glass material blur the objects but the reflections too so this is a nogo.
I tried to layer two objects to achieve this setup.
First a block of glass with a little absorption, abbe 150 and standard refraction. You can also tune the glass see-through with the transmittance color.
Second a single layer, high reflective plastic with some transparency which you put right in front of the block of glass.
Sadly i have had problems with the transparency channel of the C4D plugin and couldn't get around this in the time of these tests.
Maybe try this setup?

P.S.: I dont know if you can get transparencies to work on metal materials with the Maya plugin - this would be my quickest workaround. No chance with Cinema to test though
