How can I simulate the light distribution from a manufacturers fixture ies file with an emitter. I can get the lumens and color of light easily, but need the distribution to mimic the actual fixture

You will have to model the fixture...
Or you can put the emitter in a "tube" to get some nice effects but it won't be "ies" accurate.
