Lots of Photoshop with a base model only.

I'm seeing mostly just some added grain as well as a subtle coloration overlay
It would be as simple as rendering in full color as usual, and then some adjustment layers in Photoshop to add noise and subtly sweep some color across the image

no water color or pencil emulation thrown into the mix ?

Could be, but this is a compressed 500x500 JPEG and it's hard to discern what's grain, JPEG lossiness, and "effects."

I agree with hatts about the resolution but to my eyes there are some watercolour like effects particularly on the glass ceiling.
I have seen many similar works at http://www.cgarchitect.com/ have a look there and I'm sure you will find what your after

Maybe you can find something interesting. This is related to Sketchup, but the most processes are independent from your 3D Modeler.
