There's a couple of more.. one for Gimp called Texturize which is ofcourse free and Texture Maker the program has a builtin seamless tiling tool which works quite well.

best is always to do it the manual way... look for one of the many tutorial in the web. one of the better ones is here:

and for the more advanced technique of using luminance equalization, look here: http://www.3drender.com/light/EqTutorial/tiling.htm

of course, you will need photoshop or gimp to do this.
