Looks like a simple blend of a daylight and night photo with variable exposure. The position of the sun/shadows doesn't change while moving the time of day slider. In fact, I think an extremely overcast day pic was used for this reason; lack of direct light/shadows.

I assumed an intervalometer was used for time lapse, but you're right. Nothing moves.
