Subdividing a plate and using inner extrude along with booleans and putting it all in a hypernurbs object seem to be the easiest way.

What is Hypernurbs?

You can do that with T-Splines aswell.

Two identical kubes. The right one is put inside a Hypernurbs object.

It's not to complicated if you are using some kind of a nurbs modeler. This test is done i 5 minutes:
Just some boolean operations to create a "bicubic" element.
