There seem to be a few comments here from time to time having to do with normal maps.

The very best program I've found for dealing with normal maps is called "ShaderMap", now in version 4. It is relatively inexpensive, but more than worth the price. ($30 for personal use and $50 for commercial use.)

Essentially, you can generate normal maps from regular images (black and white work best) or from 3d models. You can increase or decrease the depth of the normal map for more or less defintion, and ShaderMap has a first class normal map Editor. And the usual functions of changing the size, and file formats to almost anything you like.

Online tutorials and the documentation is kept current.
