Opening Linux64 archive I get crc error. Isn't something wrong with tar.gz?

Uhmm, weird, tar xzvf maxwell-3.1.0.2-Linux64.tar.gz decompresses nicely it with no warnings/errors.
Check the downloaded size is 316201815 bytes.

Ah, it's compressed with gzip, not zip.
Was the size 316201815 bytes right?

Try first gzip -d maxwell-3.1.0.2-Linux64.tar.gz

and then

tar xvf maxwell-3.1.0.2-Linux64.tar
