In Maxwell Material Editor (standalone, not in studio), there is no Material Assistants and Wizard too.
Is this right?

plastic material missing in material type

You can do a typical opaque plastic with the opaque type.

Or use the translucent type for the best looking plastics but it will take longer to render.

Which list?

If you mean the old V2 wizards, there are many of those names which have been removed and are now a natural part of these types, since they are more flexible. That's why 'plastic', was removed. You can create your own presets for the Opaque type if you want and they will appear at the top of the Type in the dropdown.
