The Maxwell plugin picks up the simplicity of the RhinoV3 basic render. Since there is no advanced texturing built into RhinoV3, then Maxwell has no advanced texturing either. Therefore Decals as you know it from Flamingo is not currently possible.
McNeel had to custom-design the Flamingo texturing widgets and these features are not available to other render engines except Flamingo itself.
It is my understanding that RhinoV4 will have more texturing tools exposed for other render engines to build on.
