Yes, I made the change, but forgot to update the manual. Basically, where we used to have the 'Disabled Channels Use' drop-down, we now have a 'Sky Type' drop-down, which determines the type of sky to use in channels which are set to 'Use Sky'.

As has always been the case, in order to use the Sun with IBL, you cannot be using an HDRI for the Illumination channel.

Aha, I see! What about Interpolation, what does that mean in this context?

So I cannot light with both HDRI and a sun, but instead could use IBL for reflection and such - and then light with physical sky + sun. Is that what you're saying?

Interpolation just puts a smooting filter on the IBL pixels, in case you are using low res maps, and to the second question, yes (or with Sky Dome + sun, depending on the value of the Sky Type dropdown).
