I'm trying to rearrange the layer positions in the Material Editor but drag and drop is not working for me.

UPDATE: just figured out that the drag and drop is limited to ONLY being able to move layers UP...which is fine as long as I know that

Yes, the framework used by the plugin doesn't have a tree-type of control which also has columns (i.e. the checkbox & additive switches on the right), so the tree you see in the plugin is all custom-drawn and as of yet, I only support dropping onto things and not between them. Which you already figured out.

No there's not, other than using right-click > Sort.
