Although Render Region does work, I'm not getting the rubber banding on the screen when selecting the render region window...i'ts only showing a symbol that is like a stop sign (red circle with angled line through the center).

same here, it was so with 1.7.1 also.

It's always worked inconsistently for me here, and I never found the reason why.
