When defining an SL for an image in coop mode - does Maxwell reach this for each server or for the final compiled mxi?

Yes, Maxwell will estimate the merged SL. Although, this is not perfectly precise. This means, if you set SL 17, the merged SL could be SL 17.34 or SL 17.85 but surely not less than the given SL.
