Because the emitters at the curve are made of smaller polygons and the emitters in the straight sections are made of larger polygons -- how much energy the emitter emits is constant only the space over which it is emitted is different.
Subdivide the straight polys to match the curved polys and you'll see an even amount of light in all.
I'm not familiar with form Z but you might be able to just group the emitter geometry as one surface and emitter power will be spread evenly... I know you can do this in Maxwell Studio.
