32-bit renders are way noisier than 8-bit

I noticed that materials that were problematic with 1.7 (frosted stuff, SSS) are still really bad in 2.0 with 32-bit colour enabled. This image shows the 32-bit at the left, which had been running for a couple hours and the 8-bit at the right, after about 10 minutes.

You can see that the SSS is really bad and it's doesn't look like the noise is going to go away even though the bottom Lambert is long done, whereas the 8-bit render is well on its way to being completed. Is this a bug or just how it is with 32-bit renders?

Nothing else changed between these two renders except using 8b vs 32 bit output? If you could please PM me the scene.
