has anyone else noticed that the material wizard does not create any material?

Which one? Studio/MXED? Maya? Max? Rhino? C4D? etc.

Oh, yes. It works like you say in MXED and in Studio you need to run the wizard in an existing material.

Good Q! There is also no wood, floor and brick wizards. Because they are all members of same common plastic approach. Now you have "Textured" wizard for doing them all. Have you already tried making a concrete with it?
