Aha!
Through largely random chance, I was able to isolate what was taking so long in the Maxwell exports, and I have to say that it is truly bizarre: the export times seems to be dependent on the number of coincident vertices.
I had a scene which was taking over five minutes to export, and it had a large number of coincident vertices (due to some geometry creation things, there were 1 in every 8 vertices coincident). I removed all the coincident vertices, and it now exports in 15 seconds.
I have no idea why this is, but now that I know, it's a whole new world
