error 1706: double clicking mxs or opening mxs with mxcl

I tried rendering a mxs file with 3ds max which it does (turned off the start
render option) and then I wanted to run mxcl to open the mxs file with and
have it render there, but it looks for the maxwell render.msi file, the
installer?!
am I missing something?
