emitter + glass

Hi all,
here i tested a scene, and wasn´t able to solve the following problems:
1. the known glass shadow problem
- in this render i took the glass from the facade out, and you see that,
so it it not satisfying.
- when i had facade glasses in the scene, no direct light came through,
so not satisfying too.
perhaps someone solved this problem. (I know the related topics, but perhaps someone has new ideas)
2. the lamps on the right side have got an emitter material with 100 w each,
but they don´t really cast light right?
So, what is the problem here?
scal factor ?
modeled in C4D in cm,
scale factor 0,01
is that the fault ?
when i modeled in meters with the same scale factor they were too bright even with 2 w power..
any ideas ?
