more grain after sampling level 4

not sure if this is a bug or the sampling works this way but, I notice when rendering at sampling level 4 the grain becomes worse once it jumps to sampling level 6, like it adds grain then resamples that again. So the image looks cleaner on sampling level 4 then it does on level 6...?
