For the milky white glass that covers the fluorescent tubes inside...

SSS?

Or should I build the illusion of tube hotspots into an image and use it as an emitter?

It would be most efficient creating an image MXI emitter.

You might use simulens to make the neon glow also.

I'm actually just going for the white 'opal glass' (plastic) over a bank of fluorescent tubes, and some colored plastic letters.

Might as well say... the actual sign I'm recreating is the old Pussycat Theater sign.
