trying to understand, why RGB 0 for AGS reflectance?

I'm studying the manual and reading as many posts as I can find on the subject, as well as experimenting when I have time, but what is the reason/purpose with AGS to make reflectance 0 and 90 the color RGB 0,0,0?
I understand what attenuation is and how the transmittance colors work.
A little test I ran last night (see image) for AGS glass with different settings with light inside the tubular fixture still showed the glass black after SL 16.
Any explanations and/or references to other posts would be greatly appreciated to help me to know what I'm doing

It doesn't really matter what those colors are for the 'ghost' layer in AGS because the transmittance for it is set to 255 and ND to 1, so it becomes completely invisible. The second layer is added which by itself is a simple opaque reflective material with low roughness. Mix the two together and this material lets light through without generating caustics (because of the invisible layer) and also provides reflections from the reflective layer.

So the transmittance color in the refractive basic should always stay at 255 for AGS?
Then any color in the ags would be per the tinted basic settings?
Is there a way with ags to make the glass seem more translucent (like milky glass)...maybe increase the blending weight of the tinted basic layer???

Yes, it should stay at 255 for AGS. The layer is a bit improperly named, since there is no refraction going on (ND is at 1). For a more translucent look you can lower the weight of the ghost layer and raise the weight of the reflective layer and also try raising the roughness value.

thx much Mihai...will try some settings based on your suggestions later today and this weekend.
Update...looks like that is working better. I'll run the render this weekend on our 8 core server at work...so I'll see Monday how it all worked.
