I created a simple white hdr in ps to use as a background image
for an environment. When I increase the intensity setting in the background
channel it doesn't seem to have an effect when rendering.

I can adjust the slider in multilight on the environment and it increases luminosity in the channel.

Is background intensity of an hdr in the environment connected to the slider in multilight? Maybe I misunderstand the relationship?

The image in the background channel doesn't influence the lighting in any way. Use instead the illumination channel to increase the intensity. In multi light all the HDR channels intensities are modified with one slider.
